Chartway Partnerships Group, a land-led housebuilder operating across South-East England, is delighted to announce the appointments of David Murphy as Chief Operations Officer and Simon Whelan as Chief Compliance Officer.

David joined Chartway in May 2025 and has since played a key role in strengthening site delivery, commercial management and collaboration across the Group. With extensive experience in PLC housebuilding, he has helped to further professionalise Chartway’s housebuilding operations.

As Chief Operating Officer, David will oversee all operational aspects of housing delivery, including Technical and Pre-Development, Commercial and Estimating, Construction and Customer Care.

Simon’s promotion follows three years of work improving processes, procedures and accreditations across the business. As Chief Compliance Officer, he will lead the Group’s approach to compliance, Health and Safety, Quality, ESG and Sustainability.

The appointments support Chartway’s long-term strategy to build a resilient, well-governed organisation where its businesses work more closely together and continue to raise standards across the Group.

Graham Chivers, Group Chief Executive Officer

” David and Simon have both made a significant impact on the Chartway Group. David has brought clarity, consistency, and discipline to our operational delivery, while Simon has been instrumental in strengthening our compliance, safety, and governance framework.
These appointments reflect our belief that we are stronger together. By aligning leadership, standards, and ways of working across the Group, we are creating a business that is well placed to grow responsibly and deliver high-quality homes and developments for the long term.”
